Firstly, do your research. Check that any agency you work with are actually Google Partners who practice what they preach. Are they advertising themselves? _ Usually a good place to start.
Check their case studies (Or request some), ensure they provide monthly reports as well as offering more than just a basic setup. You need an account that is maintained regularly and ideally you should look at re-marketing and call tracking. Adding negative keywords should be a regular occurrence to stop some of the clicks that will never convert.
Ensuring an agencies ability BEFORE you work with them is as basic as taking a car for a test drive before committing to shelling out hard cash to buy it. Pick their brains and find out what they can do.
